MENTOR OF THE YEAR AWARD
UW News Service RICHARD C. MOORE NAMED WYOMING EMINENT ENGINEER
May 11, 2004 -- The University of Wyoming's student chapter of Tau Beta Pi, the national engineering honorary, has chosen Richard C. Moore of Laramie as the 2004 Wyoming Eminent Engineer.
Tau Beta Pi was founded as a national honor society in 1885 to recognize engineers of eminent achievement and students of superior scholarship and outstanding character.
A licensed professional engineer with his own consulting firm, Moore earned a B.S. degree in mathematics from UW in 1972 and an M.S. degree in civil engineering with an emphasis in environmental engineering from Auburn University. He is a nationally recognized expert in nuclear waste transportation safety and also specializes in environmental impact analysis and community planning.
Moore's clients have included the Western Governors' Association; the U.S. Department of Energy Carlsbad Field Office; and Wyoming and Nevada state governments. He is the principal author of the Western Governors' Association WIPP Transportation Safety Program Implementation Guide, which has become the standard for transporting nuclear waste safely in the United States.
Before starting his consulting business, Moore served as director of Wyoming's Office of Industrial Siting Administration. During his nine-year tenure, he gained broad experience in resolving growth and development issues throughout Wyoming. The City of Cheyenne awarded him an outstanding service award for planning assistance involved with the Peacekeeper Missile Project from 1983 to 1987.
Under Moore's leadership on the Laramie Planning Commission, the city is developing a comprehensive plan to guide future growth. Prior to moving to Laramie, he served on the Cheyenne/Laramie County Planning Commission for nine years, including three years as chairman. In 1995, Moore was named Planning Commissioner of the Year by the Wyoming Planning Association.
Moore is currently a vice president of the National Society of Professional Engineers (NSPE) and serves on the society's board of directors. In 2002, he was named a fellow member of NSPE for his service to the community and the engineering profession. Gov. Dave Freudenthal appointed Moore to the Wyoming Board of Registration for Engineers and Surveyors (2003) and the Wyoming Environmental Quality Council (2004).

Hawaii this summer. I just wanted to let you know that the Professional Engineers in Industry
Practice division is now accepting applications for our college scholarship program.
The scholarship is awarded to a student attending an ABET Accredited Engineering Program, with
at least two semesters of school completed. Additional requirements are listed on the
Application form (which is located on the NSPE website – PEI page or via this link
http://www.nspe.org/scholarships/sc1-pei.asp). The deadline for application is June 1, 2004.
